Qualifications

  • Bachelor’s degree in engineering (Mechanical, Electrical, Instrumentation, or related Contracts).
  • Professional certifications in Commissioning or Completion Systems are an advantage.

Experience

  • Minimum 5–7 years’ experience in EPC projects, Oil & Gas.
  • Proven experience in:
    • Mechanical Completion
    • System / Subsystem Turnover
    • Commissioning Interfaces

Skills & Competencies

  • Strong understanding of completion systems and TOH processes
  • Hands-on experience with completion management systems (ICAPS, WinPCS, Co-Console, etc.)
  • Excellent coordination and stakeholder management skills
  • Strong documentation, reporting, and attention to detail
  • Ability to work under schedule pressure during critical project phases

Job Description

Reports To : Commissioning Manager

Job Purpose

The Turnover Engineer is responsible for planning, coordinating, and managing the system and subsystem turnover process from Construction to Commissioning and ultimately to Operations. This role ensures that all systems are mechanically complete, documented, tested, and handed over in accordance with project procedures, contractual requirements, and client acceptance criteria.


Key Responsibilities

Turnover & Completion Management

  • Develop, implement, and manage the Turnover and Handover (TOH) strategy in line with project procedures.
  • Define and manage system and subsystem boundaries aligned with commissioning logic.
  • Coordinate Mechanical Completion (MC), Pre-Commissioning, Commissioning, and Final Handover activities.
  • Maintain and control Turnover Registers, MC dossiers, and Handover Packages.

Documentation & Dossiers

  • Ensure complete and accurate compilation of MC dossiers, including:
    • As-built drawings
    • Test certificates
    • Inspection and punch records
    • Vendor data and manuals
  • Review documentation for completeness and compliance before handover to commissioning or operations.
  • Manage document readiness status using project systems (e.g. Co-Console, WinPCS, ICAPS).

 

Punch List & Close-Out

  • Coordinate creation, categorization (A/B/C), and tracking of punch lists.
  • Work closely with Construction, QA/QC, and Commissioning teams to close punches prior to handover.
  • Verify punch clearance and support client walkdowns and acceptance.

Interface & Coordination

  • Act as a key interface between Construction, QA/QC, Commissioning, Engineering, and Operations teams.
  • Coordinate subsystem readiness reviews and turnover meetings.
  • Support Operations Readiness and Assurance (ORA) activities.

Client & Contractor Liaison

  • Facilitate client inspections, system walkdowns, and acceptance.
  • Support client comments resolution related to turnover and handover documentation.
  • Ensure compliance with contractual and regulatory requirements (e.g. ADNOC, Aramco, Shell standards).

Reporting & Tracking

  • Prepare and maintain turnover progress reports and dashboards.
  • Track system readiness, MC certification status, and handover milestones.
  • Highlight risks, constraints, and mitigation actions related to turnover.

HSE & Quality

  • Ensure all turnover activities comply with project HSE and Quality requirements.
  • Promote safe execution of construction completion and system handover activities.
