Penspen is urgently looking for Lead Construction Engineer (Offshore) for one of our prestigious PMC projects in UAE.
Scope of work:
Lead and manage all construction and offshore installation activities for ADNOC Offshore projects, ensuring safe, timely, and cost-effective execution in line with project specifications, ADNOC standards, and international best practices.
Minimum Qualification & Experience:
- Bachelor’s Degree in Engineering (Mechanical / Civil / Offshore / Marine or equivalent).
- Minimum 20 years of experience in Oil & Gas major projects.
- At least 8 years of offshore experience in construction and installation.
- Proven experience in PMC roles on large-scale offshore projects.
- Mandatory GCC experience, preferably in UAE/ADNOC projects.
Technical Competencies:
- Strong knowledge of offshore construction techniques and installation methodologies.
- Experience with jackets, topsides, subsea systems, pipelines, and brownfield modifications.
- Familiarity with ADNOC standards and international codes (API, ISO, DNV, etc.).
- Expertise in project execution, risk management, and contractor supervision.
- Understanding of marine operations, heavy lifting, and offshore logistics.
Leadership & Soft Skills:
- Strong leadership and team management capabilities.
- Excellent communication and stakeholder management skills.
- Ability to work in a multicultural, high-pressure project environment.
- Strong problem-solving and decision-making skills.

Job Description
Responsibilities:
- Lead the planning, execution, and delivery of offshore construction and installation works.
- Oversee EPC contractor activities related to fabrication, transportation, and offshore installation.
- Ensure compliance with ADNOC HSE standards, project procedures, and regulatory requirements.
- Monitor project schedules, progress, and resource allocation to ensure timely completion.
- Interface with engineering, procurement, commissioning, and operations teams.
- Review and approve construction methodologies, installation procedures, and work packs.
- Manage offshore campaigns including heavy lifts, hook-ups, pre-commissioning, and installation of structures, pipelines, and subsea systems.
- Identify risks and implement mitigation strategies.
- Ensure quality assurance and control throughout all construction phases.
- Provide leadership and guidance to multidisciplinary teams.
- Participate in project reviews, audits, and lessons learned sessions.
- Report progress, issues, and performance metrics to senior management and ADNOC stakeholders.
