HSE Manager

Penspen is urgently looking to hire for HSE Manager for one of our Offshore PMC projects in Abu Dhabi.

Qualification Required

  • The candidates should have Bachelor's degree in Engineering.

Responsibilities

  • Responsible for ensuring that all operations comply with safety regulations, environmental standards, and company policies to protect personnel, assets, and the environment.
  • Monitor and enforce compliance with HSE policies, procedures, and legal requirements.
  • Conduct workplace inspections and safety audits on offshore platforms, rigs, and vessels.
  • Identify hazards and assess risks associated with offshore operations.
  • Participate in Job Safety Analysis (JSA), Risk Assessments, and Permit-to-Work (PTW) systems.
  • Monitor waste management, pollution prevention, and environmental compliance.
  • Ensure proper handling and disposal of hazardous materials and chemicals.
  • Support environmental monitoring and reporting activities.
  • Participate in emergency response planning and drills.
  • Coordinate with emergency response teams during incidents.
  • Ensure firefighting, lifesaving, and rescue equipment are inspected and maintained.
  • Lead HSE planning and execution across offshore sites, including artificial islands, platforms, and subsea systems.
  • Develop and implement HSE policies, risk assessments, and emergency response plans.
  • Conduct audits, inspections, and incident investigations, ensuring corrective actions are tracked and closed.
  • Interface with client representatives, regulatory bodies, and EPC contractors to ensure alignment with project HSE goals.
  • Mentor and supervise HSE officers and engineers, fostering a proactive safety culture.
  • Ensure compliance with ADNOC and international standards (e.g., ISO 45001, ISO 14001, OSHA, NEBOSH).

Experience Required

  • Minimum 20+ years of HSE experience in oil & gas, with 8+ years in offshore leadership roles.
  • Offshore certifications (e.g., BOSIET, HUET) and NEBOSH IGC or equivalent are mandatory.
  • Must have experience in managing all Health, Safety, and Environment activities for offshore oil and gas construction
  • Proven track record in managing HSE for mega EPC projects, shutdowns, and brownfield upgrades
  • PMC experience will be preferred
  • Previous experience in the ADNOC Offshore projects in the similar role would be an added advantage
